Can't remove Explorer Default Home Page

I attempted to download a file converter and latched onto a web site that defaults as my home page on Internet Explorer. How do I remove this?

Click on the cog wheel top right > Internet options > there click on 'Use blank' or use another option. Close the IE and reopen it.

What particular web site is this? There are some browser highjackers that would persist and insist on a site as default home page and reverts back even after changing internet options. In this case a scan with anti-malware such as Malwarebytes Anti-Malwre is in order.
