cannot open internet options from internet explorer

even "internet options " from control panel--i cannot open

no error messages--just does not open

can you give more information please?

Do you see the option under tools on I.E. or is it 'greyed out'
can you start the PC in safe mode (with networking) and try the same thing - does that work?
Have you checked for viruses

Run sfc /scannow from a command prompt. then run chkdsk c: /r and answer y to do it at restart. Then restart and let it run.

To open Command Prompt, [Windows Key] + [R] --> type "CMD" --> press "OK"

Now type:
--------------------------------
run sfc /scannow
--------------------------------

Once that is done, type:
--------------------------------
chkdsk c: /r

answer "y" to do it at next restart
--------------------------------
Now restart your computer.
