Cannot install windows after reformat. BootMGR is missing. What do I do?

Yesterday I restarted my computer and when it came back up I didn't even have to put in my password, it just went straight to the desktop and then an error came up that said Desktop not accessible. My start menu thing looked different, like windows 95 style and I only had three icons on my desktop. I couldnt load a cd, open any progams, do anything with accounts or anything. Went into safe mode but couldnt do anything there either. Finally found a way to load the windows cd by doing F12 and then when I tried to install windows it says error 0x80070017. So I decided I would reformat my drive so I could just start over. Nope. Now when I start it up it says BOOTMGR Missing press ctrl alt del to restart. Pressed f12 tried to install windows, nope nope. Just keeps popping up that error. Do I just throw my computer in the dumpster now or what? I dont understand what is going on.

When I try to do startup repair it does not work, says it cannot repair it because of missing boot manager.
