cannot create new folder

every time i try to create a new folder or rename a folder i cant.
"The File or Folder does not exist" what does this mean and how can i fix it?
can it be some service is turned off or its something else
an answer would really be helpful.

Where are you trying to create the folder? Like C:\, User Folder, A removeable disc.
