Can you open a .pst file out side of outlook

I have a .PST file that is no longer has permissions to be opened on my system.
There is no chance of getting the permissions changed.
So is there any other program besides outlook that can open this file?

What do you mean by "No longer has permissions"? Is there an error message or password preventing it from opening in Outlook?

The permissions to use personal folders and been removed from our network.
Unfortunatly not everyone transfered their personal folders before this change happened.
So i need to find a way to open the .pst file without using outlook.

it comes up access denied
so i need to open it some otherway.
The security permissions for using that file format were withdrawn in outlook so no one can open them using outlook.
