can user icon be resized?

Desktop icon resizing doesn't alter user picture size.Also,can't click and roll mouse to resize it.Any other way to do it?Can change picture easily.But no sizing option.

When you say user picture, what exactly are you referring to?

The user picture on the start menu can't be resized as far as I know.

Yes,that's what I mean.Still looking,because I heard that about nav. bar,and found out how to drop it under menu bar with little prog.
