can not restore my dell pc to factory settings

I cant seem to find the next step in restoring my dell PC with windows xp and IE8 to factory original settings by using the method they recommend by dell , it starts with toggle F8 next high light repair my computer , that's it I do not say repair any where? am I doing something wrong?

You have to hit F8 just as Windows is starting and just after the Bios Screen. Start from off and hit F8 several times during the start up process. You should get the Black Safe Mode screen. If Windows starts try, try again.

When booting, some older (XP) Dell's will have a blue bar across the top of the screen, it only appears for a second or two. If you press Control and F11 it will take you to the option of restoring to factory new state.

@Mods, why is this under Windows 8?

@ rhondas, I might be wrong, but I think there is "no repair my computer" option in windows xp. It would be helpful if you can give us the model of your Dell PC.

Have you ever changed out or wiped your hdd? If so you might not have your recovery image on D:\ partition.
