I am trying to delete a file which is corrupt but it will not let me from my external hard drive.
Also, is it save to check the drive for errors by right clicking on it and selecting properties? Does this risk data loss?

Welcome to HTG ,
You could try Renaming the file and deleting it that way.

What is a good way to check the drive for consistency?
How would my folder become corrupt?
