The answer to this question is almost always yes.
The only issue is finding the drivers for XP for that particular machine. Sometimes the manufacturers don't like to release them, so it's more difficult to accomplish. You might have to check with the manufacturer of the chip itself.
For instance, if you have an Acer laptop that doesn't provide XP drivers, you could download the ATI drivers from the ATI website. This can usually be done with almost any device.
