Can I delete the file bootmgr & copy & paste from another location.

I know about the startup repair option.

However can I do it manually.

No, you cannot not. Because besides putting the bootmgr file in a certain place the repair tools like Startup Repair usually need to edit partition boot code and the Master Boot Record. Which can only be done with the repair tools.
