XP had a power option to restart after a power outage, as opposed to shutdown.
I can't find that in W7.
So if the power fails I won't be able to access my system remotely.
Is there something I'm missing?

Check the setting in Control Panel/System/Advanced Feature Settings/startup & recovery settings. Make sure there's a tick in 'automatically restart'. If there's already a tick there then you need to check in the BIOS that there isn't a setting that controls it as well - this varies with different BIOS so you may need to check each section.
