Administrator Sheild stopping program

The "Sheild" icon is over program icon. The program just frezes. How can I unlock or get rid of this program blockage. (window7) I tink the"administrator" is blocking. Again how do I get it off this program?

Please take a screen shot of what you have in your computer with the shield icon and upload to photobucket.com and click on the Image button on top to add the screen shot here. So, we will be able to check what exactly is the issue.
