What is the version of IE you have in your computer?
Close all the windows and go to Start > All Programs > Internet Explorer and check if you get the same message.

If IE is an issue try using Firefox. Extreme step will be to uninstall IE in your computer and then check if it resolves the issue. Uninstall is possible only if you have upgraded from an older version of IE to the latest version.

Hi try this > click on start and in start search type internet (do not hit enter) at the top you will get options such as IE without add-ons and a regular IE, click on the regular IE and if it works then create a new desktop icon for the regular ie...
