A quick question about extra bays etc?

I was on this lifehacker post (sorry if mentioning this is considered rude on here :P) and one of the unused bay extensions will really help me but my question involves these 2.

Is it worth buying a fan controller if you can get an extra fan to deal with the sound? and if you turn down the fans wouldn't this dramatically effect the performance of a machine and cause problems?
I'm not very good at hardware so sorry if this sounds ridiculous. :P

Each 3.5" HD Bay should have its own 80MM In-take fan to blow inward across the hard drives.

The Out-take Exhaust fans should be in the Rear and / or on the top of the case.

What you posted is what I call "Tricks and Traps" for Builders.

EDIT:
Have to have Balanced Make-up and Exhaust Air Volumes plus observe correct Air Velocity OR can get CPU Fan Stalling in a closed case environment.

Your money would be better spent on high quality fans which run quieter and move more air than your existing fans.

IMO, fan controllers are Ok, but you can do the same thing with [free] software like Speedfan. With a little tweaking, you can have your fan speeds automatically react to temperature.
