Thanks for trying. I downloaded and ran the four programmes suggested. I am afraid 3 of them caused Live OneCare to send a message that they were interfering with it. I persisted but after some considerable time the total result was a washout. I have therefore uninstalled these as they are full of ads. I have run the last you suggested, superantispyware, which seems best of all and although this gave no result it was well worth the effort and I thank you for it. I think Live One Care is pretty good and none of the four gave any items for concern so in that sense it was a useful exercise.
I also ran System File Checker just in case.
Since I am able to use XP's CMD file transferred from XP System 32 to Vista's (it works seemingly just the same) and we are getting into areas out of my depth I think I will abandon the request and sum up by saying thanks for all your efforts but things must move on now.
I suspect it is a Registry error but frankly not worth further effort. Regards.

Message for Lighthouse. Ho Hum I thought I could do this. I tried RegScanner having used it before but I am not sure what keys to select what Base Key to use and which Items from the menu. Tried several combinations without much success.. Could you please assist and say what is needed. Thanks. Please excuse my ignorance.

Since this is a standard system file, I would think that the version and size should be the same for all of us on Vista SP1, no? Would Vista Business have a different file than my Vista Home Premium? I'm not sure, but here are the details for mine:

File version: 6.0.6001.18000
Product version: 6.0.6000.16386
Size: 311 KB (318,976 bytes)
MD5: 74F26FC01B180D4A99A168ED69C30A53

Security: SYSTEM, Administrators and Users have Read and Read&Execute permission, TrustedInstaller has all permissions except Special.

OK. There is nothing "blazingly" obvious in the registry. You will have to look through your own registry for all cmd.exe entries with extensions, and post them back here.
To make it easier for you to do that, try this
http://www.nirsoft.net/utils/regscanner.html

well
I have tried two ways
1. Click on the shortcut in start menu and either "Open" OR "Run as Administrator"
2. Type "CMD" into start Menu search box.

In both examples it appears, lasts 2 seconds and disappears.

I transferred in the equivalent from XP and that works Ok indeed seems no different but I would like to use the "official" Vista one

Vista Business + SP1

thanks Brian

Vista + SP1
Recently attempting to open Command prompt, ordinary or as administrator, it flashes for perhaps 2 seconds and then disappears. Cant figure why. Can get round this by installing XP Command prompt which seems to work OK and does the job but would perfer to get back to Vista's own. Any help welcome. Yes its present in System 32.
