Fortunately, I recall that it has something to do with the Dreamweaver 8 installed on Vista. The download is a program to view older help files. The program came with Windows 98-XP. It's available for download for Vista as Vista doesn't contain that program anymore. "Help and Support" is a different help system made just to list help for Windows Vista. But on his system it does not show up. So something is wrong. If you look on your system, it is probably there.
