For icons that that are already on or were used to be on your system tray, you can easily disable them from running (will no longer be visible in system tray as well) or reactivate them again by simply type in MSCONFIG in the RUN command (from Start Button). Choose STARTUP tab, and check or uncheck all the program you want to run. Beware, uncheck only the program that you are sure and that it will not cause any conflict to window starting up.

But for personal preference programs that you want to add directly to system tray, I'm not sure you can do for all the program. Some programs give you the option whether you want to add it to the system tray or not.

The programs in the tray either start with your computer or are running after you open them.

You can always check which ones to enable by right clicking the tray>choosing properties, notification tab>customize.

Choose from 'Show', 'Hide', or 'Hide when Inactive'

Is this what you're looking for?

Do you mean the quickstart bar?
The quickstart is next to the Vista Orb.
The system tray is next to the clock.

If you mean the quickstart, just drag the icon there.

It would be a lot more helpful if you'd explain what you mean, what application you are referring to, etc.

You can typically put icons back, yes.
