@Spacegold: After using the Windows 7 beta, I can say that while I don't see a tool to create such a list, there are 4 levels of notification for UAC with each lower one having less and less prompts.
The 4th and default level will be like Windows Vista.
The 3rd level has far less prompts then the 4th. It only prompts when it detects a program that wants to make a major Administrative change like installing software for All Users on the computer.
If you open Task Manager and want to see the Process List for all users then UAC file automatically approves the request for Administrative access as you just want to see the Process List not change things.
It's an imperfect system though. In the beta, it will approve Computer Management where you can view Event Logs and things but you can also open Disk Management from there and format/delete any partition which can be a security problem for some.

The 2nd level is the same as the 3rd level but it disables Secure Desktop which could allow any program to interact with the prompt and automatically approve things. The only reason this option is available is because with older processors and graphics cards Secure Desktop causes a noticeable delay while the active Windows Session is switched.

The 1st level automatically approves all requests for elevation. This allows someone who really is bothered by the prompts to disable them but still keep UAC features like Internet Explorer Protected Mode.
This is actually available in Windows Vista too but it is hidden away in the depths of the registry and it would seem Microsoft has figured out that making it pretty much a hidden setting was a mistake.

If there were a simple way to tag apps so that they always had a free path through UAC, I am sure fewer users would disable the program. It is probably too much to hope that MS will provide such a tool in Windows 7. Meanwhile UAC remains disabled on my machine.

@Brazilianboiii: What video editing programs do you use that want Administrator Access? Video editing shouldn't require Administrator Access unless you wanted to use Real Time priority on the program.

ahh just going to leave it disabled, Saves me time by simply just disabling it, not going through the steps.
Please it's just another layer of protection with my files, I'm fine. I'm well protected.

Why does it bother you that much that you want to disable it? There are workarounds as described here that make UAC do what you want!! As for downloads, I think it´s a very good idea to leave it on!! Why would it get in the way of video editing, this I don´t understand?

I have read the article, and agree that it can be good to enable UAC, since it's an extra layer or protection, but i am a person who downloads many thing, and also dose video editing, so it can get annoying to have the prompt. i would like to know, if there is a way to REMOVE not disable, but REMOVE the UAC from the registry, Because my security settings always tell me to turn it on, since it's recommended. (it pop's up daily when i power up)

@GaardCeteru: True but there is one flaw with the UAC prompt and that idea. Like listed on Tweak UI the UAC prompt only appears once to give a program Administrator privilages and after that the program can do whatever it wants.
On the alert feature the reason there isn't an alert is the many ways to integrate into Windows. All the ways have good uses and alerts for each of them would be annoying.
Many of the features viruses and spyware use were originally designed for good things and built to trust the program using that as no one thought about the bad uses.
Like for instance any program can integrate with the system Favorites folder to let the user manage them from another program. No one thought at the time the feature would be abused by so many programs to add their own links to favorites without the user's permission.
It's the same with Junk email, the email system was designed to be open and flexible. No one originally thought that trusting system would be abused to send junk.

Any time I get annoyed by UAC I remember the time I had a virus in my old XP computer and thought "why isn't there a feature to alert you if something may be wrong?!!"

Thus even though it bothers me I dont disable it u.u

If by "write it" you mean write and design UAC then no. I don't know enough about programming to write an Operating System feature like UAC nor do I work at Microsoft.
If by "why are you so hot" you mean why I mention it when someone wants to disable it for something like annoying prompts then I do so because from what I've read and understand about UAC it is a good security feature and you shouldn't turn off good security features because of a little annoyance.
