Ok, I don't understand how it's like a bill but I can tell you why deleting hidden updates is not possible and why.

The list of updates available for your computer is always calculated when you check for updates based on if an update could apply to your system so an update will always appear if it might be needed. The only way for the detection to know you think otherwise is to check a list and not display an update if it's on the list.
And you need a way to edit the list in case you made a mistake on hiding an update.

What's wrong with hiding them? You will only see them again if you open "Restore Hidden Updates" so it doesn't seem like a problem.
