Ring Commander Organizes, Disables, and Deletes Your Android Ringtones
Android: The default ringtone management system in Android leaves a lot to be desired; Ring Commander adds in a slew of management options including disabling ringtones, removing them, and more.

Is there a way to use different ringtones and alarms for different people?
Yes. In the contact information near the bottom there is an option to set a ringtone to that contact. Each contact can have their own ringtone. At least it is with HTC EVO.
