Paused! Stops Animated GIFs in Their Tracks
Chrome: If you’re annoyed by animated GIFs or just want to pause them to catch a certain frame, Paused! is an open-source Chrome extension that freeze frames GIFs with a single click.
Install the extension, reload Chrome, and from then on any animated GIF you come across can be halted with a simple click. Click once to freeze, click again to unfreeze. It’s a one trick pony but if the ride you want is to Frozen GIFville you’re in luck.

I use Firefox and Adblock Plus. Right-click on these horrendous animations and block them forever.

why not just hit the escape key, no?
The escape key works just fine, usually, but you can’t re-start the GIF without refreshing the page (if for any reason you would WANT to re-start an animated GIF).
In Firefox you can get this functionality with the web developer toolbar. Amongst its countless functions it has an option to deactivate animated graphics. There is also a switch to permanently apply this behaviour.
